Qiang Zhang, General Secretary of China Information Technology and Service Alliance, General Manager of Beijing XinMeng Consulting Service Center Co., Ltd., graduated from Beijing University of Technology in 1993, gained MBA degree of Academy of Business Administration of University of International Business and Economics in 2002. Qiang Zhang has worked in the Committee of Service Outsourcing, positively established the platform of communication between government and enterprise, surveyed industrial development situation, advertised China service outsourcing at home and abroad through many ways, created the brand of China service outsourcing, helped enterprises to explore domestic and foreign markets, promoted industrial development since the Ministry of Commerce started the "Thousand-Hundred-Ten Project" of service outsourcing in 2006. Qiang Zhang is also responsible for research works such as service outsourcing industry policy investigation and report, he hosts to write the policy compilation and investigation report of China service outsourcing industry. He has rich experience of overseas market exploration and industrial policy research in the field of information technology service and outsourcing.
