The “13th Five-Year” Plan of International Service Outsourcing Industry Development Will Be Published

Recently, the Ministry of Commerce indicated that it will cooperate with relative departments to formulate and publish “The ‘13th Five-Year’ Plan of China & International Service Outsourcing Industry Development” and “The Guidance Catalogue of Service Outsourcing Industry in Main Areas”, to promote improvement of competitiveness of service outsourcing, to optimize industrial structure and regional layout, and to promote “China’s Service” upstairs.

Li Jun, the deputy director of Chinese Academy of International Trade and Economic Cooperation believed that the reasons of rapid growth of service trade are on one hand with continually promoting domestic economic transformation and structure adjustment, service industry has higher and higher proportion in domestic relative industry; on the other hand are driven by relative policies.

According to statistics of Ministry of Commerce, in the year of 2015, the amount of service outsourcing contract signed by Chinese companies broke 130 billion USD. Especially for rapid development of “One Belt & One Road” market, the effect of domestic industrial transferring has been more obvious. In the year of 2015, Chinese enterprises actively developed service outsourcing market in costal countries of “One Belt & One Road”; the contract amount and implementation value were 17.83 billion USD and 12.15 billion USD respectively, which increasing 42.6% and 23.4% year-on-year respectively. Benefit from co-development strategy of Beijing & Tianjin & Hebei, Qinhuangdao, Shijiazhuang and Baoding in Hebei province have orderly undertaken transferring of service outsourcing industry from Beijing and Tianjin, and come big development opportunities. Implementation value of service outsourcing in whole province was 1.16 billion USD that increased 30 times. Jiangxi province, Hubei province and Hunan province along Yangtze River Economic Zone actively undertook transferring of eastern industries; the implementation value of offshore service outsourcing increased 37%, 33.8% and 26.6% respectively that has higher growth than average level in China.

Shen Danyang, the spokesman of Ministry of Commerce said that the wide use of service outsourcing mode not only increases professional service ability of domestic enterprises; but also promotes transformation and upgrading of industrial structure and increases whole production efficiencies to accomplish better economic efficiency and social efficiency. Under the big background of slow recovery of global economy and gradual press of downturn of domestic economy in 2015, China’s service outsourcing industry had a whole good trend of development.
