Background:

Profile:

Wuxi (无锡) is a city on the Yangtse River between Suzhou and Nanjing, which is located in the south of Jiangsu Province, half way between the cities of Shanghai and Nanjing, with Shanghai 128km to its east and Nanjing 183km to its west. In its south is Lake Taihu and to its north is Yangtse River. The city is under direct jurisdiction of the province and governs three cities and six districts. Wuxi administers 9 county-level divisions, including 7 districts and 2 county-level cities. Because of its recent development, Wuxi has been dubbed the "little Shanghai".

Wuxi will further clarify the city functions, collocate space elements and implement policies, under the requirement of balanced spatial distribution, reasonable division, intensive development and appropriate protection, aiming to develop in line with regional functions and form a space system and rural –urban integration development system merging with the regional central city.

Wuxi aims to further improve infrastructure and functional carriers, better city quality and appearance and finally achieve the goal of regional urbanization and city modernization, by improving the functions of central city and sub-central city and developing new "satellite town" under the requirement of building regional central city.

By playing the leading role of Huaxi Village and deepening "Happy County and Village" competition, Wuxi strives to make 50% of towns (including rural residential streets) and 2/3 villages to be "Happy Counties" or "Happy Villages". Besides, Wuxi will speed up the pace of enriching farmers and strengthening villages, help the villages with weak economy, enlarge collective economy at village level, and insist in the idea that starting business, property, cooperation and guarantees can enrich farmers.


Economic Background:

Wuxi's comprehensive competency realized a new leap. The per capita GDP was RMB 575.8 billion in 2010, doubling that of 2005 and with growth rate of 13.5% per year; and the per capita GDP (based on resident population) was over USD 13,000. The total revenue reached RMB 157.99 billion, growing at an annual average of 30.2%, among which the general budget revenue was RMB 51.19 billion, growing at an annual average of 23%. All this achievements make Wuxi's comprehensive strength and competitiveness rank high among large and medium cities in China.

Industrial level saw a remarkable improvement. The added value of service industry of local GDP rose by 1% per year within past five years; and the added value of services of local GDP in 2010 reached 42.5%, with expectation that the employment proportion in three industries will be changed to 6.2:54.8:39.0 from 11.8:55.1:33.1. The added value of high-tech industry is predicted to occupy 45.7% of that of large industries, 12.3% higher than that in 2005. The area of efficient agriculture accounted for 53.9% of that of total agricultural land. Besides, strategic emerging industry received a major boost, and industries such as micro-electronics, new energy and software and service outsourcing have developed into the advanced domestic and international level.

Technologic innovation saw breakthroughs, while independent innovation capability has improved remarkably. Besides, Wuxi makes great effort to construct a leading innovation-oriented economic city. It is predicted that the expenditure on social research and development of local GDP will reach 2.5%, 0.85% higher that that in 2005; the number of patent application cases within five years are 83,080 in all, six times of those during the 10th Five-Year (2001-2005). Wuxi is a pioneer in introducing leader-typed overseas talents, with over 1,200 projects in "530" Plan settled and over 6,000 high-level overseas talents gathered here. In addition, Wuxi constructed 5 million square meters of carrier for innovation, creation and startup, and possessed over 3,400 high-tech enterprises, such as Suntech Power and Memsic Semiconductor. What is more, Wuxi is a national advanced city in science and technology innovation, the only national sensing network innovation demonstration zone and one in the first group of national high-level overseas talents incubation bases, as well as a national innovation-oriented city and a pilot city for Cloud Computing service innovative development.

For the 12th Five-Year Plan (2011-2015), Wuxi strives to keep a stable and fast economic development and improve the influence and competitiveness in regional development and among cities in China, as well as basically build an innovation-oriented city. Its per capital GDP is expected to see an annual growth by 10%, and local budgetary revenue see an annual growth by 12%. The expenditure on social research and development of local GDP will be raised to above 3%; the contribution rate of science and technology will be over 65%, and the number of talents is expected to be over 1.5 million.


Wuxi Service Outsourcing Industry Development

Purpose

According to Service Outsourcing Development Plan in the 11th Five-Year Period in Wuxi, goals of service outsourcing industry development in Wuxi are as follows:

1. Overall volume of service outsourcing industry: by 2010, the overall turnover of outsourcing industry will reach US$ 3 billion with the proportion accounting for more than 30% of the provincial total.

2. Number of service outsourcing demonstration zones: during the 11th Five-Year Period, 4 national-level, 4 provincial-level and 3 municipal-level demonstration zones will be built. New District and Binghu District will build 2 natinoal-level demonstration zones; Jiangyin city, Yixing city, Xishang district and Beitang district will build 1 provincial-level demonstration zones respectively; Huishan district, Chongan District and Nanchang District will build 1 municipal-level demonstration zones respectively.

3. Number of service outsourcing enterprises: by 2010, there will be 3,000 service outsourcing enterprises in Wuxi. Among them, there will be 2,000 software outsourcing enterprises, 500 procedure outsourcing enterprise, 500 animation outsourcing enterprises. There will have been established 100 enterprises with more than 2,000 employees, 5 enterprises with more than 5,000 employees and 1 to 2 enterprises with more than 10,000 employees. 200 famous companies from home and abroad will be attrated to establish service outsourcing enterprises in Wuxi. 100 enterprises will be listed in the top 1,000 service outsourcing enterprises.

4. Number of enterprises with service outsourcing certification: Wuxi will actively encourage service outsourcing enterprises to achieve relevant certifications. It is planned to have 300 enterprises with CMM/CMMI3 and 20 with CMM/CMMI5.

5. Area of carrier for service outsourcing: by 2010, 5 million m2 service outsourcing carrier will be completed. 6. Number of service outsourcing human resources: by 2010, there will be 200,000 people engaged in the service outsourcing industry. 150,000 of them will be practical and medium-end employees and 100,000 ot them university graduates.


Political support:

Wuxi has formed and implemented policies and documents like Service Outsourcing Development Plan in the 11th Five-Year Period in Wuxi, Three-Year Action Plan to Promote International Service Outsourcing Industry in Wuxi, Opinions on Speeding Up the Development of Service Outsourcing Industry in Wuxi and Opinions on the Development Goal of Service Outsourcing Industry in 2007. Wuxi government has also arranges increasing guidance fund for the development of service outsourcing industry. It has formulated the "123 Plan", which is very competitive nationwide, to speed up the development of service outsourcing and software export.

In June 2008, Wuxi has issued Opinions to Give Additional Fund to the National Fund to Support the Development of Service Outsourcing, Measures to Implement Supportive Policies to Enterprises in the 123 Plan and Opinions on Implementing the National Science Quality Actions from 2008 to 2010 in Wuxi.the Opinions and Measures have worked out concrete policies to upgrade the industrial structure and improve people's quality. Wuxi has signed with four Ministries the agreement to build Wuxi Taihu Lake Reserve—the service outsourcing demonstration zone in China. According to the agreement, Wuxi will give additional fund to enrich the national fund to support the development of service outsourcing. The proportion of local fund and national fund is 1:2. The additional fund is mainly used to support the certification, human resource training, and public platform construction for service outsourcing enterprises. Opinions to Give Additional Fund to the National Fund to Support the Development of Service Outsourcing has clarified the conditions, application and working procedure of applicator enterprises.
